How do you shout?
When it becomes too much. 
"Shout out" so misses the point. These idiots are not shouting anything.

Did you ever see the movie "The Shout" with Alan Bates and John Hurt? (And was a stage name ever more appropriate for an actor like John "Hurt"? I mean think Alien.) The idea is  that if you could truly focus a shout, put your soul into it, it would splinter the immediate area like a bomb. Your soul might be splintered also, like a projectile hitting a hard place, and one piece might take up residence in a nearby stone. Isn't this exactly the effect we're looking for when we shout? To leave a piece of our soul in something. 

And if you can't shout because civilization has killed your soul, then you scream like Munch.

What are you shouting about?  If shouting in the middle of the night at a computer will make you feel better, go for it?  Scream your lungs out.  As long as you are not disturbing anyone, feel better and shout.

If you are shouting at someone else, you must be careful not to hurt the other person.  I know when I shout at people, for example my significant other, they get very upset with me. I don't care if someone yells at me as long as it is not in front of other people and they do not use curse words.  I do not want to be demeaned.  Most times when someone is shouting they are venting and I understand that, however don't make me feel bad. 

As long as you are not hurting anyone or disturbing anyone, Yell to you feel better!!
