How to flirt?

Ok, so I don't know how to flirt. I think I'm flirting, but then nothing happens. In one case, after (what I thought) was totally obvious flirting, the guy never took the bait. After I moved to another country, it came out that he had a crush on me for ages, but didn't think I had the same feelings. So, I'm doing something wrong. I have noticed several friends who are just constantly surrounded by men.... what is their secret?

I don't know how to flirt either so am no good in giving advice. But I'll mention a Friends episode where Joey and Rachel speak about how they flirt. With Joey it's pretending to listen to her, while with Rachel it's to ask him personal question about himself, while maybe holding his hand (or was that Joey trick). Both work. Oh, and she then explains how she gets up and goes to the bathroom and lets him check out her ass, or something like that (it's been a while).

So women have some more tools at their disposal, the hair toss, or in some movie (Clueless?) the women teach another how to lower herself and then get up and accentuate her breasts, and things like that. There are many physical tricks. For men the yawn and hand over the girl in the cinema - never managed to do that myself.

If you mean verbally, we return to the Rachel and Joey example.
Ok, I'll stop here as I'm really the last one who should be giving advice on flirting.

Hey Cupcake. I am quite good at flirting. Uhurm. Don't ask me how I could say this because God might strike me down with scarlet thunder. So here's my flirting guideline:
1. Appear to pay attention to your target. When ever you see him/her, praise him/her to high heavens. Nice hair, nice butt (just kidding), nice clothes. Notice a haircut, ask him/her how he/she is doing.
2. Appear to bump into him/her, 'accidentally, ' and light up when you see him/her (you could practice in front of the mirror).
3. Use the power of casual touch. Tapping the target on the shoulder, standing close to the target, or squeezing the target's butt (again, just kidding) are indications that you like him/her physically, and hopefully the target will get the hint.
4. Emphasize your assets. I love and hate to say this, but I dare suggest you use your body and its wondrous beauty to get noticed. As John said, toss you hair, perk up your breasts, bend over (this sounds so devilish).
5. The final and most important step: talk sexy and talk about sex. (*wink*)
